KHRP Urges Calm in Wake of South-East Turkey Violence
The Kurdish Human Rights Project (KHRP) urges all parties to the conflict in south-east Turkey to exercise restraint in the wake of fresh violence in recent days and parliament’s decision to grant approval for an extension of the military’s mandate to carry out cross-border operations in northern Iraq.

An attack by the Kurdistan Workers’ Party (PKK) on a gendarmerie station in the south-eastern province of Hakkari last week left 17 soldiers dead and many more injured. On 8 October, another attack on a bus carrying police officers in Diyarbakır killed six people and wounded others. Although the PKK has not claimed responsibility for the latter attack, it has been widely blamed. Just hours later, the Turkish parliament voted to grant the country’s military another year in which to carry out cross-border raids into northern Iraq, where the PKK is said to have bases.

Germany, Austria and Switzerland Threaten to Withdraw Support for Ilisu Dam Project
KHRP welcomes the warning from the German, Austrian and Swiss governments that they will withdraw their financial backing for the construction of the Ilisu Dam unless Turkey takes concrete steps to meet conditions attached to the project.

With the three countries having sent a formal Environmental Failure Notice to the Turkish government on 7 October, Turkey now has 60 days to display its commitment to addressing concerns raised by human rights activists, environmentalists and archaeologists about the potential impact of the dam.

KHRP Accepting Applications for Fellowship Position
The Kurdish Human Rights Project (KHRP) is pleased to announce that it will be interviewing applicants to its International Fellowship Programme in mid-November 2008, with the successful candidate to start work in our London office in the second half of January or the beginning of February 2009.

The fellowship programme offers an excellent opportunity to selected advocates from the Kurdish regions to gain experience of involvement with international legal processes. The successful applicant will collaborate with KHRP’s Legal Team on cases before the European Court of Human Rights and on complaints to UN and other international human rights mechanisms. He or she will also contribute to KHRP’s biannual Legal Review.

KHRP Responds to Committee of Ministers Resolution on Turkey
KHRP today released a public statement in response to the resolution passed by the Council of Europe (CoE) Committee of Ministers on 18 September, relating to its examination of human rights issues stemming from the actions of Turkey’s security forces.

The Committee, which is made up of representatives of CoE member states and is responsible for supervising the execution of the findings of the European Court of Human Rights (ECtHR), considered 175 ECtHR judgements and decisions in relation to this latest resolution. Of these, 65 were cases brought by KHRP and its partners.
