KHRP Responds to Committee of Ministers Resolution on Turkey

KHRP today released a public statement in response to the resolution passed by the Council of Europe (CoE) Committee of Ministers on 18 September, relating to its examination of human rights issues stemming from the actions of Turkey’s security forces.

The Committee, which is made up of representatives of CoE member states and is responsible for supervising the execution of the findings of the European Court of Human Rights (ECtHR), considered 175 ECtHR judgements and decisions in relation to this latest resolution. Of these, 65 were cases brought by KHRP and its partners.

KHRP welcomes the Committee’s decision to continue its investigations into Turkey’s human rights practices in relation to two important issues: the need to establish accountability of members of the security forces; and the need to ensure that reform measures have a practical impact.

At the same time, it is disappointing to note that the Committee chose to end its examination in five other areas of concern: procedural safeguards in police custody; professional training of members of the security forces; implementation of the ‘Law on Compensation of the Losses Resulting from Terrorism and from Measures Taken Against Terrorism’; giving direct effect to the requirements of the European Convention on Human Rights; and training of judges and prosecutors. In the view of KHRP, many of these issues are far from being satisfactorily addressed.
